Community Planning aims to ensure that people and communities are genuinely engaged in decisions made about public services which affect them and that there is a commitment from organisations to work together, not apart in providing better public services.
Community Planning comes from the Local Government Act of 2003 which is a key aspect of the Scottish Government's modernisation agenda for local government. It is intended to be the key over-arching framework for other partnerships and institutions at the regional, local and neighbourhood level. Local authorities have a duty to initiate, facilitate and maintain the community planning process. Each local authority interprets its duty in a slightly different way so each Community Plan is different according to local needs and circumstances.
Community Planning partnerships bring together key participants and so can act as a ‘bridge’ to link national and local priorities better. The Community Plan is a strategic document which typically sets out the vision for the area, includes strategic aims and the partnership agreement. To obtain a copy of your Community Plan a possible starting point would be your local authority website.
